This could be a good sign. But then, maybe not.
Resource constraints are inevitable -- since the U.S. cannot end its addiction to pointless wars, Wall Street abuses, and other big-money corruptions. So an extra push to improve efficiency is a necessary response.
It's unclear if this program is part of a push to improve PEPFAR, to put the best face on gutting the program, or both.
